President Donald Trump signed a memorandum on Thursday, directing colleges and universities to submit more detailed admissions data as part of his administration’s effort to enforce the Supreme Court’s 2023 decision prohibiting race-based admissions. The order seeks to identify and penalize institutions that continue to consider race in their admissions decisions, according to Politico.
The memorandum instructs Education Secretary Linda McMahon to overhaul the federal government’s higher education data collection system, focusing on the Integrated Postsecondary Education Data System (IPEDS). According to the White House, the changes will make IPEDS “more easily accessible and digestible for students and families,” while imposing stricter penalties on institutions that submit inaccurate information.
McMahon has 120 days to expand reporting requirements, but the timeline for modernizing IPEDS is uncertain. The National Center for Education Statistics, which manages the surveys, has been hampered by staffing shortages since widespread layoffs at the Department of Education in March 2025, which also affected oversight of vendor contracts.
“There is an effort to rhetorically overstate the holding,” Jonathan Feingold, a legal scholar at Boston University, told USA TODAY in March, “so that institutions are overcomplying.”
Angel Pérez, CEO of the National Association for College Admission Counseling, criticized the memo’s ambiguity, arguing, “It seems to me like this administration wants to punish any institution that does not admit a majority of white students to their campus.”
The White House has defended the expanded reporting as a transparency measure, asserting that greater public access to admissions data will clarify the factors driving enrollment decisions and ensure compliance with the Supreme Court’s ruling.
The decision comes on the heels of UCLA paying $6 million dollars to several Jewish students and a professor after the university appeared to violate their civil rights after university leaders allowed pro-Palestine protestors to keep them from entering the library.
