Trump Reinstates Mexico City Policy, Strengthens Hyde Amendment

Donald Trump has once again delivered for the pro-life movement. In a significant policy shift away from Biden, the White House reinstated the Mexico City Policy, a directive that prohibits federal funding from supporting abortion services abroad.

The memorandum also tasked the Secretary of State with ensuring that U.S. taxpayer dollars are not allocated to organizations involved in coercive abortion practices or involuntary sterilization programs.

The Catholic News Agency writes that the rule was first put in place by President Ronald Reagan in 1985 and has been rescinded by every Democratic president—and re-implemented by every Republican one—since then. Trump had expanded the rule in his first term to cover several new government health initiatives.

The rule forbids taxpayer funding of foreign non-governmental organizations that promote or perform abortions as family planning. Foreign governments and some international groups are exempt from the rule.

Ahead of the Friday order, New Jersey Rep. Chris Smith told CNA that he expected the reinstated rule would allow Congress to perform a full review of international programs receiving federal funding.

“We have great hopes and expectations,” he told CNA. “There needs to be a top-to-bottom review of these programs. We need to ask: What are they doing with the money?”

Pro-lifers took to social media praising the move.

Even some of Trump’s biggest critics celebrated the move.

This change marks the second time Trump has reinstated the global rule. The policy, first introduced under the Reagan administration, has been a point of political contention for decades, frequently reinstated by Republican presidents and rescinded by their Democratic counterparts. President Joe Biden most recently reversed the policy in 2021.

The Mexico City Policy explicitly restricts federal funding for international organizations that perform or promote abortions, even if those activities are financed using non-U.S. funds. Proponents argue that the measure ensures taxpayer dollars do not support abortion services abroad, while critics contend it undermines access to critical healthcare, particularly in underserved global communities.

In conjunction with reinstating the Mexico City Policy, Trump signed an executive order to reinforce the Hyde Amendment, a longstanding provision that bars federal funding for domestic abortion services. Although the Hyde Amendment has been a standard feature of federal policy for decades, Trump’s decision highlights his broader commitment to anti-abortion initiatives.
