Minnesota Awarded Millions to Nonprofit Distributing ‘Booty Bumping’ Drug Kits

Minnesota’s Walz-Flanagan administration awarded roughly $7.9 million in grants and contracts to a nonprofit that distributes supplies and instructions for taking drugs through the rectum, directing taxpayer money to an organization highlighted in the state’s efforts to address homelessness.

Southside Harm Reduction Services, a Minneapolis-area nonprofit, received the funding beginning in 2023, according to state spending records cited by The Washington Free Beacon. The organization distributes “booty bumping” kits, also called “boofing” kits, for people using drugs such as heroin, methamphetamine, and ketamine.

The kits provide lubricant, syringes, sterile water, and other supplies for rectal drug administration. Southside presents the practice as a way to reduce some risks associated with drug use and publishes instructional materials on its website. Those materials advise users to “Try to poop before. This is so your drugs are absorbed better” and state that “It never hurts to have a boofing buddy.”

Gov. Tim Walz and Lt. Gov. Peggy Flanagan, the current Democratic nominee for Senate, highlighted Southside among recipients of a $100 million grant package for “Minnesotans facing homelessness.” Flanagan said the grants would “ensure that everyone can access the supports they need to find and secure safe, stable housing.”

The awards included $432,000 in 2024 for access to harm-reduction supplies and a $2.5 million contract signed Oct. 1, 2025, for outdoor vending machines operating around the clock. The machines were to dispense Narcan, which reverses opioid overdoses, along with “safer use” supplies and hygiene items. The contract does not specify whether the machines would contain the rectal drug-use kits, and the reported funding total covers the nonprofit’s grants and contracts rather than spending exclusively on those kits.

Minnesota also requires Southside to provide voter registration materials to the drug users it serves, according to the report.

The funding has drawn attention as Flanagan faces scrutiny over the administration’s oversight of social-service spending, including the Feeding Our Future fraud scandal involving hundreds of millions of dollars intended to feed children. A state legislative audit found that the Minnesota Department of Education’s inadequate oversight created opportunities for that fraud.

The problems have continued across Minnesota’s public-assistance programs. New Conservative Post previously reported, Hennepin County shut down a $2 million business-relief grant program after officials flagged more than 200 of roughly 300 applications for potential fraud. Reviewers found inflated expenses, questionable business addresses and applications submitted in the names of business owners who said they had never applied. Officials said the suspicious applications were stopped before payments went out.
