Federal agents executed search warrants Wednesday at the office of Virginia Senate President Pro Tempore L. Louise Lucas, marking a dramatic escalation in what officials described as a significant federal corruption investigation involving one of the state’s most powerful Democratic lawmakers.
According to Fox News correspondent Bill Melugin, FBI agents served warrants at Lucas’s Portsmouth office as well as at a nearby cannabis dispensary. A federal judge approved the warrants, and Lucas arrived at the scene while agents were still conducting the search.

Lucas, 82, has represented Virginia’s 18th Senate District since 1992 and holds substantial influence in Richmond as president pro tempore of the Senate and chair of the Senate Finance and Appropriations Committee. A former employee of the Norfolk Naval Shipyard, she rose over three decades to become one of the most senior Black lawmakers in Virginia politics.

The raid comes as Lucas has occupied a central role in Virginia’s increasingly contentious redistricting fight. She became one of the leading advocates for an aggressive congressional map designed to produce a 10-1 Democratic advantage in Virginia’s U.S. House delegation ahead of the 2026 midterm elections.
Few Democrats have come to support Lucas. Governor Abigail Spanberger, who happily used Lucas as a hammer to force redistricting, said, “The Governor is aware of today’s law enforcement operation in Portsmouth. In the absence of additional details, the Governor will not be commenting on a federal investigation at this time.”

Lucas has remained defiant and tried to make it sound like she was being martyred for her redistricting effort.

She has one problem, though: The search is connected to a long-running public corruption investigation into her that has roots in the Biden era, a source familiar with the matter told NBC News.
